Strategic Resource Solutions LLC is a California-based government prime contractor founded in 2026. Headquartered in Tamarack, California in the Sierra Nevada Mountains of Calaveras County, SRS was established to meet the growing need for accountable, experienced prime contractors serving federal, state, and local government agencies in the region.
SRS specializes in facilities support, grounds management, environmental consulting, and related services. We do not perform the work ourselves — instead, we leverage a carefully vetted network of specialized subcontractors, providing government agencies with a single point of accountability backed by deep operational expertise.
As a certified Women-Owned Small Business, SRS is positioned for WOSB set-aside opportunities while delivering the same quality and accountability agencies expect from larger prime contractors.
Leadership
Jennifer Herbst — President & CEO
Jennifer Herbst is the founder, President, and CEO of Strategic Resource Solutions LLC, holding a 51% majority ownership stake. She brings over 18 years of progressive operational leadership, staff management, safety compliance, and budget oversight to SRS.
As Snow Sports Manager at Bear Valley Mountain Resort (2020-2025), Jennifer held full accountability for all aspects of the Children's Snow Sports Department -- supervising teams of up to 100 staff, managing departmental payroll, and overseeing equipment procurement to meet regulatory safety standards. Prior to Bear Valley, she spent 13 years as Snowsports Supervisor at Dodge Ridge Mountain Resort, earning recognition as Supervisor of the Year and Most Requested Children's Instructor.
Jennifer also served as a Park Ranger with the U.S. Bureau of Reclamations, Department of the Interior, giving her firsthand experience with federal agency operations, compliance requirements, and public land management -- a direct advantage in government contracting.
Brian Wold — Vice President of Operations
Brian Wold serves as Vice President of Operations at Strategic Resource Solutions LLC, holding a 49% ownership stake. He brings over 30 years of executive leadership across water systems operations, facilities management, resort operations, and regional sales leadership for national consumer brands.
Since 2017, Brian has managed the water system for Sky High Ranch HOA, overseeing a private system serving 250 connections -- including distribution maintenance, water quality testing, regulatory reporting to the USDA, and snow removal operations. He also served as Association Manager for Big Trees Village POA and held Director-level roles at Bear Valley Resort and Bear Valley Adventure Company.
Earlier in his career, Brian led multi-site teams of up to 120 employees as a regional manager for Nestle Waters, Dr Pepper Snapple Group, and other national brands, with full P&L responsibility across all roles. He holds a B.A. in Political Science from CSU Chico and is a manufacturer-trained operator of CAT 926 loaders and Prinoth BR350 groomers.

Service Area
SRS primarily serves federal, state, and local government agencies in California's Sierra Nevada region, including Calaveras, Alpine, Amador, and Tuolumne counties, as well as USFS and BLM land management units in the area. We are open to contracting opportunities statewide and will evaluate federal opportunities nationally.
